You can just open up Inkscape and start working just like you normally would with a mouse. They got their own pro's and con's, which I'm sure you can google for more details. Photoshop: Pretty much what some would call a Industry standard, has a steeper learning curve but is well above most drawing softwares, also there are a lot of tutorials on how to use it.
